Add support for pool owners:

  • Their stake is counted toward the pledge
  • each owner must provide a witness in the registration cert transaction.
  • each owner gets no rewards in the corresponding reward address
  • all owner rewards go to the reward address specified in the pool reg cert.

407: Finish the implementation of the update mechanism. r=dnadales a=dnadales

- Implement `PVBUMP`, `UPIEND` and `UPIEC` rules
- Set the update proposal time to live to `ppUpdateImplicit`.
- Use named field puns in the interface more consistently.
- Add an environment to `Cardano.Chain.Update.Validation.Registration`
- Use explicit exports in the update modules.

Closes #189.
