This PR introduces the Marlowe language syntax specification in LBNF (labeled Backus–Naur form).
Running the script generate-marlowe-language-specification in the nix shell generates the Marlowe language guide as pdf in the directory papers/language-specification.

The Marlowe language guide should be generated as part of the release process of Marlowe and distributed as an asset of the release.
