Allow splitting generated styles and scripts via separate placeholders #419

In a server-side template, css and scripts are always output together, but it is a common style to put the css in the <head> and the scripts at the bottom of the <body> for better UX.

Resources declared with BaseResource() all seem to end up under data-replace="scripts" with nothing in data-replace="styles".
