I have a content wrapper with has-header = "true" but the content area is not "below" the header bar. It is, however, below the footer bar. The margin-top I think is the culprit.

I think we need to be a bit more nuanced about this. As is, the whole "hidden behind the bar" approach is actually quite problematic in the case of Maps and other things that need to fill the whole space.
