Release 7.3

I'm starting to think about releasing 7.3 soon. There are some task that need to be done by core-dev, but many task that could be done by contributor to help. Task are not necessarily ordered and some can be done before others.

• write what's new and round up issues. Make sure all closed issues/PR are correctly tagged .
• make the release and pushed 7.3 on GitHub (Needs Core-dev), remember to sign it. i.e follow instructions there.
• uploaded to PyPI (Needs Core-dev)
• update read the docs stable tag : automatic, stable is always the latest tag.
• Help Welcomed: Update the ipython website (https://github.com/ipython/ipython-website), see for example ipython/ipython-website@9c021b5 and do the same to annouce the release and release date of 7.3 (thanks @Vlad-Shcherbina, Add news about 7.3.0 release ipython-website#144)
• Help Welcomed: Update the wikipedia page to point to latest release and its date. (thanks @stadtwald)
• Help Welcomed: Update conda forge feedstock (https://github.com/conda-forge/ipython-feedstock) with new version number and SHA-hash.
• Help Welcomed: Make an announcement on the mailing list.
• Help Welcomed: Make an announce on Discourse (https://discourse.jupyter.org/t/release-of-ipython-7-2/226)
• Help Welcomed: Make an announce on Twitter (need SO with access to twitter account) (https://twitter.com/Mbussonn/status/1097617783620198400)

I'm happy to delegate anything marked Help Welcomed to someone who want to help contribute to IPython and want to engage. I'm happy to details the subtasks more for clarification.
