Allow switching the default image format for inline mpl backend #451

Currently, the inline backend uses svg images. We are going to allow this to be changed to other formats and we will start to use png as the default. This need to wait until the config work is done. Then we will add a Configurable that controls the inline backend and swtiching will be done using a general purpose %config magic.
