Once linked, there is no way to remove the link

@sekmiller here are the mockups that include unlinking a dataverse or dataset on a dataverse or dataset page as well as mockups for an admin view of this. I'll pop by in a few to review them with you. The table for the admin view should work like the table for File Restricting.

In a refactoring at c10cbd9 we lost the meaning of 0.0.0.0 which was
"Setting address to undefined (0.0.0.0)" so this commit makes the code
clearer.

A note has been added that Saved Search may not play nicely with IP
Groups but this should probably be addressed along with the long list of
other Saved Search issues mentioned in the API Guide: #1364, #1813,
 #1840, #1890, #1939, #2167, #2186, #2053 and #2543

Would like to do this. Maybe include a "blank line" in the list of dataverses to unlink, or just have an "unlink" button in the "link" box?

Currently working on the API piece of this issue as part of #4406. Discussed with @scolapasta and UI should be a separate issue.
