This is going to be merged in the next weeks, and IRAF 2.17 will be released (unless we stumble upon a release critical problem before). |

Since NOAO completely abandoned IRAF now, we are switch from using "snapshot" version numbers to real versions, starting with this release.
These specifics are unchanged since decades, and if we want to support them again, we probably do this in a different way
This task works only with the NOAO server, which is not updated anymore anyway.

Since NOAO completely abandoned IRAF two years ago, we are switch from using "snapshot" version numbers to ordinary versions, starting with this release. Calling @iraf @mjfitzpatrick @fvaldes whether this still needs a discussion.
This PR also removes a few other references to the NOAO repository and to the iraf.net forum. Outdated platform support (SunOS etc.) is removed as well.
