End to end test support for Raw VM

@costinm @ldemailly. Could you please define what will be required to ease test creation ? Assign it back to me once you are done. Hopefully we can have someone work on this before the testathon.

if we have a token system or serialize tests/PR we only need 1 or 2 VMs paired with each test cluster

not sure how far away is some longer nightly build but we could use that (only 1 per night, and it would use the reserved VM) - or setup everything from scratch like we can do with the rawvm setup/demo script but that takes a while so may not be suitable for a run for each and every PR

let's chat in person if you need more details or to brainstorm a solution

sorry I meant into the new-e2e... test that creates a cluster, we can add 1 vm to it
