This updates the Kiali addon to v1.59.1.

added the release-1.16 label, knowing that this is too late for 1.16.0 , but we can get this in 1.16.1 if there is going to be a .1 release.

Actually haven't looked at that in a long while - since a couple of istio releases at least. Someone should probably go through that and just see if anything major needs to change (I don't think any major updates are needed). I'll see if someone on the Kiali team can do a quick review. We'll submit a PR to those docs if we think changes are warranted.
