This PR adds a small data_test_png_tif dataset to test the loader for all combinations of PNG/TIF, 8/16 bits, Grayscale, RGB/RGBA files.

Related to issue ivadomed/ivadomed#1105 and PR ivadomed/ivadomed#1107 in ivadomed.
