Program the cron system service by adding a file called izend in /etc/cron.d
with the following content:
# /etc/cron.d/izend: crontab for iZend
# Runs cron.php every quarter of an hour for every site.
*/15 * * * * www-data [ -f /var/www/sitename.net/cron.php ] && /usr/bin/php5 -f /var/www/sitename.net/cron.php
cron.php will run every script file located in the cron directory.
You may want to uncomment the following line in the configuration file of the
syslog utility to be notified by mail in case of error:
cron.* /var/log/cron.log
WINDOWS

Start the Task Scheduler with Start Menu -> All Programs -> Accessories -> System tools -> Task Scheduler.
Choose New task... and create a task called "Cron sitename.net" described as
"Runs cron.php every quarter of an hour for sitename.net".
Let the task run whether a user is logged on or not. Check the Hidden option. Check Do not store password.
Go to Triggers.
Create a new trigger.
Begin the task at startup.
Repeat it every 15 minutes indefinitely.
Go to Actions.
Create a new action.
Select Start a program.
Program the php command, e.g. "C:\xampp\php\php.exe", with the argument "-f cron.php".
Run the program in the root directory of the site, e.g. "C:\xampp\htdocs\sitename.net".
Go to Conditions.
You may want to run the program only if a network connection is available.
