Various parser bugs / missing features

Some features were not yet supported in the jOOQ 3.9 parser. We'll fix them all in this single issue in order not to create too many issues. Here's the list of fixed things:

SELECT features

• Hints
  • MySQL style: Add parser support for MySQL USE / FORCE / IGNORE INDEX hints #14103
• WITH CHECK OPTION and WITH READ ONLY: Support parsing WITH READ ONLY and WITH CHECK OPTION clauses #14595

Procedural statements

Other statements

• COMMIT, ROLLBACK, ROLLBACK TO SAVEPOINT, SAVEPOINT statements (support in jOOQ first: Add support for START TRANSACTION, COMMIT, ROLLBACK, SAVEPOINT statements #7106)

Table expressions

• PARTITION BY .. OUTER JOIN: Add parser support for prefixed PARTITION BY .. OUTER JOIN syntax #14360
• DB2 data change table ({ FINAL | NEW | OLD } TABLE ( { INSERT | UPDATE | DELETE } )) (support in jOOQ first: Add support for the standard SQL <data change delta table> #5306)
• CHECK OPTION (subquery restriction clause) (Support this in jOOQ first Add support for the Oracle subquery restriction clauses WITH CHECK OPTION and WITH READ ONLY #6098)

Column expressions (and predicates)

• Support the SQL Server overloaded + operator (arithmetic and string concat): Parser should disambiguate SQL Server + operand based on operand lookup #14488

Operators

• Logical XOR operator, see Support logical XOR operator #9720
