The "stack" CI job wasn't updated because we want the compiler to match
the Stackage snapshot.
Also bump Cabal to 3.8 to avoid the following error on Windows with GHC
9.4.4:

Cabal version has to be specified in its entirety because
actions/haskell can't install "3.8" for some reason.
