Description

• Bump GH runner before ubuntu-18.04 is removed on 1st April 2023
  • The Ubuntu 18.04 Actions runner image will begin deprecation on 2022/08/08 and will be fully unsupported by 2023/04/03 actions/runner-images#6002
• Replace deprecated set-output with GITHUB_OUTPUT
  • https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/
• Test 3.12-dev to be ready for the next release
• Bump GitHub Actions
• Use recent Python version for releasing
