[RHPAM-724] In authoring environments, multiple maven repos are needed

Using multi-maven support to allow an external maven repo set up for both business central and KIE server, while business central is also acting as a maven service for KIE server

LGTM. After RHDM-319 merges, we can change the single + multi maven repo usage to just multi.
