Updating install instruction link for Jekyll 3 on Windows #5475

The excellent guide by Julian Thilo (http://jekyll-windows.juthilo.com) does not cover Ruby 2.2 and newer nor installing Jekyll 3.

I decided to create a separate installation guide based on this earlier work and bring it up to speed with the latest developments for both Ruby and Jekyll 3 (and discuss issues specific to these versions on Windows). Modified the Jekyll windows page to include a link to this updated guide.

Updating install instruction link
Adding a link to updated installation instructions for Jekyll 3 and Ruby 2.2.5. These instructions were adapted and significantly updated from the earlier work of Julian Thilo which is now outdated.

To be honest I don't think we need a 3rd-party guide anymore. Things work a lot more smooth nowadays than it did a year or more ago.

Install Ruby and Ruby DevKit; make sure you select add Ruby to PATH, and then run:

cd C:\RubyDevKit
ruby dk.rb init
ruby dk.rb install

No problem :) it is up to you guys. I'll keep the guide up indefinitely and you're more than welcome to link to it if you want.

I had some issues getting the system to work on my new Windows machine. Actually they were a completely new set of issues than what I encountered during the last installation :)
