As a follow-up to the recent discussions in GSoC SIG and in JCasC project, I have created a JEP to document process of requesting YouTube Manager permissions. In this JEP I have briefly documented the process and the responsibilities of managers.
I have not provided explicit guidelines on how to manage/label video recordings, but it can be added later if needed
