Integrate feature of docker-plugin wich disable the host for a while when it is unavailable.

  • Current behavior : disable permanetly an host when it is not available for 3 consecutive time.
  • Target behavior : disable for a configurable time (default 5mins) a Host when it is not available for 3 consecutive time
