• This PR resolves open issue [Docs]: Clarify useFakeTimers's now option is in milliseconds #14709
• A request was submitted to clarify Date.now() as milliseconds.

What was done

• Updates md file to include in milliseconds
• CHANGELOG was not updated - minor documentation change
• Force push to amend commit to fix identity for EasyCLA
