I've got plainchant running (Running target/debug/plainchant) but when I go to IP address:8088 it says "Server Message
404 Not Found
Plainchant v0.3.0 (1651702315)"

My boards file is: 1,b,Random,10000,20,100

That works, but when I try to post a thread it leads me back to IP:8088 and again the 404 page.

I suspect the issue might be that you have not setup the fsdb correctly. Did you create a folder /1 corresponding to your board, and does your server have write permissions for it?
