V1.1-2020-06-23: improved support for Pointpillars

Uses a custom version of second.pytorch to resolve some compatibility issues with newer library versions, like new numpy and numba. https://github.com/jitrc/second.pytorch/tree/quick_fix

tensorflow-gpu-1.13.2-pytorch-1.4.0-cuda-10.0

Tested with many open source repositories for object detection, thus a good baseline environment.
