Register 'stomp' subprotocol with IANA

Now, that the lib defaults to v10.stomp, it'd be better to register it :)

I saw the list at http://www.iana.org/assignments/websocket/websocket.xml#subprotocol-name but I have not found any pointers to do the registration. I'd gladly take any pointers.
