A Macintosh OS 9 Theme for macOS

Install

• make a backup of /System/Library/CoreServices/SystemAppearance.bundle/Contents/Resources/{Dark}Graphite.car
• move the GraphiteAppearance.car file to /System/Library/CoreServices/SystemAppearance.bundle/Contents/Resources/
• change System Preferences => General => Accent color => Multicolor to Graphite

You will need to disable macOS System Integrity Protection (rootless mode)

• boot into recovery mode (restart and hold Command+R)
• open Terminal.app (Utilities => Terminal in the Menu Bar)
• 'csrutil disable'
• reboot
