Is your feature request related to a problem? Please describe.
In Foliate 2.6, if a book in the library is missing, it opens a file dialog to choose the location.
Foliate 3 says "Book cannot be opened" and "File not found".

Describe the solution you'd like
Add the option to open the missing file with a file dialog.

Additional context
I installed foliate-git AUR in Arch Linux.
