Subject headings: identical heading with and without white space in dashes

There are subject headings showing as separate topics even though they are identical except for whether there is white space next to the dashes or not. Can we normalize so that a dashed segment is indexed as a segment whether or not there is white space around it?
Or remove the white space around dashes, and then index?
This clutters up the discovery process.

LOC authorities uses two short dashes between segments without white spaces. Cases where there is one or more white space will be changed to this preferred format using a string replace function.
