This allows a user to maintain half a window of context when paging
through content (and allows for and behavior to match
Vim's), but does not bind any keys to them by default.

Thanks the patch looks nice and clean.
I will update NEWS and probably insert key binding stubs in tigrc.

Neat! This would definitely fit in a vim.tigrc (ref)!
