[4][FTP Layer] Cannot create new template files

Steps to reproduce the issue

Install Joomla 4 on a host that requires the use of the FTP Layer.

Navigate System -> Site Templates -> Cassiopeia Details and Files (Ignore error #33238) -> New File button

Filename: TEST
File type: php
Click Create

Expected result

Everything should work in the FTP Layer. There should be no message saying things might not work - but the FTP layer should be used to overcome that issue. If FTP Credentials not stored in Joomla Global Config, they should be prompted for on file write operations.

Actual result

Ignore the last message as that is this issue: #33238
