Fixes #24878.

Summary of Changes

Fixes changing UCM content item state from list views.

Testing Instructions

Create an unpublished article with a tag,
Go to article list and use the dropdown in Status column to publish the article.
View the tag in frontend.

Expected result

Article appears in a list of tagged items.

Actual result

Article does not appear in a list of tagged items.
