Functions required by neurotic were copied into a new module from elephant version 0.6.3.

To prevent recurring compatibility issues with elephant (see #42, #103, #116), I have elected to remove it entirely from neurotic's dependency list. neurotic needs just three of elephant's functions, so these were copied into a new module.
Closes #117.
