Add Travis CI workaround for elephant's incompatibility with Neo 0.8.0 #116

See NeuralEnsemble/elephant#253 for a description of the issue. This patch gets around the error that occurs during building on the Travis CI server.

Users will still encounter this warning during installation: ERROR: elephant 0.6.3 has requirement neo<0.8.0,>=0.7.1, but you'll have neo 0.8.0 which is incompatible. They should be able to ignore it.
