Add python 3.9 as a target since it's now the current stable release, and increment the lib testing by one python version since we incremented the main testing versions by 1.

Enable more Python 3.9 targets in "make tox multi=1". Adjust the testing requirements to avoid yajl on Python 3.9 as it is not yet compatible. Related-to: jsonpickle#348 Signed-off-by: David Aguilar <davvid@gmail.com>
