Are state and region meant to be mutually exclusive?

It sounds like this because it says "if you have this don't specify that" and "if you have that don't specify this".

If they're not meant to be mutually exclusive, just reject and close this.

As I said in #19, I don't think we should have 2 options, mutually exclusive or not. We should just pick one and stick with it :)

Yep, we will most likely be going with one. Will be decided very soon.

The decision to remove state in favour of only region makes this issue not applicable.
