Added the ability for ./dev upgrade to specify an external helm chart like jupyterhub/jupyterhub and --version 0.8.2 for example. This allowed me to transition all the CI tests on travis to become 0.8.2->latest upgrade tests on Travis.
I removed one k8s test to save some travis CI resources that compets with other JupyterHub projects quite often. We currently test k8s 1.16 with an allowed failure, 1.15 and 1.13.
