Publish to Docker Hub alongside Quay.io #3272

This is a followup to #3254 where we switched to rely on quay.io over docker hub.

For the benefit of people running older versions of z2jh and are throttled by dockerhub,
we have actually copied all our _released_ images from Docker Hub to Quay.io as well.
So you can opt in to using the images from Quay.io with the following config:

Users won't be throttled as it is now, so I figure its better to not mention this.

Thank you @minrk, @yuvipanda, and @manics for discussing this! I'll go for a merge here and open a changelog PR today for z2jh 3.1.0!
