Mainly (only?) the R(V)=3.1 average

Done some work on this for the R(V) dependent model. GCC09 only included the R(V) dependent fits for the UV portions. Need to extend to the NIR/optical to be really useful. I still have all the data and original IDL code, so just need to do a little work to extend this.

Putting in the MW R(V)=3.1 average is straightforward. Just need to convert the ascii file with the average to an "average" model.
