Add RETag strategy to the tagit form for preventing duplicate posts, by checking to see if the number of the tag that comes in via the email is the correct current/ntext mystery tagnumber (and location when GPS is supported).

We can do this by moving the image from the album it lands in (current: game, future: queue) to a third album: "RETag" or whatever.
