This service should be running alongside the Traffic Ops service, but it can be simple boilerplate code to test integration with Traffic Ops

this was done in perl, but since TO is switching to Golang, this issue will be relevant to that. Here is a good link:

This basic route is essentially to ensure that everything is configured properly and I know how to add routes, and to ensure the Golang servicec is properly configured and running.  There is no useful code in here, but making requests to this route does return correctly.  Resolves #10
