Describe the bug

Windows tests are still failing due to not terminating processes properly when running the raw distribution.

Version

19.0.1

Expected behavior

No response

Actual behavior

No response

How to Reproduce?

Running all tests should fail.

Mainly those using reinstall == NEVER.

Anything else?

No response
