Update docs (and maybe tooltips) for timeout changes

Follow-up to PR #17525 :

It will be nice to clarify tooltips and docs IMO. I suppose that it's hard to add much info to the tooltips, but maybe this chapter https://www.keycloak.org/docs/latest/server_admin/index.html#_timeouts can have some more details added? There is nothing about client timeouts right now. The fact that it's possible to override timeouts at the client level would be nice addition IMO and would makes sense to clear-ify that client overriden timeouts have preference over the realm timeouts. Also possibly some warning that lower value will have precedence (EG. in case that client timeouts are bigger than user session timeouts, then it would effectively use user session timeouts etc). Also not sure if "Upgrading guide" should have something, but not 100% sure, as this is pretty much fixing the current behaviour?
