Flake8 maintenance: tests/test_api.py (#558)

- Add tests/__init__.py
- Remove unused sys import
- Reorganize library and 3rd-party imports
- Remove unused fnmatch
- Convert path lambdas to functions
- Change 'l' to 'las'
