410 Gone on pages that exist but have no template

I am getting a 410 Gone error "The page you requested was removed." on pages which do exist but have no template. Is this something to do with the Url Tracker or is there another reason.

Using Umbraco 7.2.5. I have seen this thread but the fix is not working now -https://our.umbraco.org/forum/developers/api-questions/41013-Custom-404-not-working-for-No-template-exists

This could be the Url Tracker yes, but did the page have a template assigned in the past? Has it been unpublished in the past?

Ah yes, maybe it was unpublished. I just created a new document and
published and now it shows a 404 error which is correct.
