chore: point-upload-to-ipfs-function-to-court-function

[Harman-singh-waraich]

• updates upload-form-data-to-ipfs to use the uplod-to-ipfs function from court-functions repo
• removes the local netlify functions

Thing to note while reviewing :

• The ipfs-publish function has a check for extensions based on which it pins to graph node
• Make sure all the files required by subgraph are pinned to node, was made sure by me, would be nice to have a second review on it.

POST https://deploy-preview-340--kleros-curate.netlify.app/undefined/.netlify/functions/upload-to-ipfs?operation=evidence&pinToGraph=false 404 (Not Found)
