Gitlab has deprecated
$CI_BUILD_TOKENin favor of$CI_JOB_TOKEN, which broke thebuildstep of the GitLab actions. This PR updates that constant.See kobotoolbox/kpi#4433 for a prior PR that fixed this for kpi.
