Similar to dealii#10126, I adjusted the cmake configuration to check for
P4EST_SEARCH_LOCAL. Turned out that we do this for other features similarly. Following the discussion in dealii#12341 (review), this will only enable the tests ifp4estcomes withP4EST_SEARCH_LOCAL.@tamiko -- Are you okay with this?
