Make DEB use standard packaging and edit RPM

2nd try of #1 as something went wrong with it

This PR also removes build tasks from the package script and let debian/rules handle them.

• It uses Common folder and it's a job of build scripts to install them in right directories
• Debian package now uses the standard format, so one can just build a normal source package after ./package prepare and build it with network.
• Removed most part of package in Debian and Redhat as building and installing are now not handled by them.
• Redhat package no longer uses regex directly.
• systemd user preset is now gone as it was more of a problem.
• and some things I don't remember..?
