the hardcoded "will-be-patched-later" value for the oidc redirect uris for vault is preventing the final apply of vault terraform to fully sync with final gitops repo state. this fix will capture the patched oidc values, and apply them via TF_VAR when running the final terraform apply against .k1/gitops/terraform/vault. the end result will be that only the users module has unapplied terraform.
