Notebooks WG Roadmap for KF 1.6

Let's use this issue to track work items for Notebooks WG and KF 1.6

• K8s 1.22 and Notebooks WG #6353
• Admission webhook doesn't pick up new cert when it gets renewed by cert-manager #5560
• Sorting support for the web apps #6460
• Filtering support for the web apps #6462
• Expose Notebook idleness information in the JWA #6461

Stretch goals and discussion to move forward:

• Improve the performance of the web apps
  • Possible multi-threading issue w/Jupyter Web App (kubernetes-client/python) #5201
  • Jupyter Web App Index Page High CPU Usage #6454

Feel free to raise items we could also track and include in this release. They can be small issues or improvements we could do, or even discussion points around bigger architectural changes.
