[central UI] needs a link to JupyterHub #810

The central UI needs a link to JupyterHub.

This link should map to /hub

For this to work with Ambassador we most likely need #239 to be fixed so that Ambassaor know where to route traffic to /user and /hub to.

@swiftdiaries Can you look into this?

/priority p1

P1 because we want the central UI to be ready for our 0.2 release.
