update README to point to Code of Conduct

Add Google OSPO recommended code of conduct
Clarify that it's the Google Open Source Programs Office.
Fix typo where wrong sentence was bulleted, around "The use of sexualized language..."
Also correct a couple typos, and remove reference to obsolete proposal doc.
